Ranks Overview

Cadet rates, ranks, promotions and position assignments are earned based on individual performance and demonstrated potential. Many factors are evaluated by the Naval Science instructors before awarding rates, ranks, promotions and advancement, and before cadet billet assignments are made. Cadets must continually demonstrate: High moral standards and good conduct, proper appearance in school and in unit uniform, acceptable academic achievement, acceptable performance in carrying out assigned NJROTC responsibilities, and acceptable level of participation in NJROTC activities and programs.

Upon entering NJROTC, cadets will be assigned the grade of Cadet Seaman Recruit. Each school quarter every cadet lower then the grade of Chief Petty Officer may take an advancement test to rate up to the next grade. Each test will be more complicated for each rate level you wish to take. For example, a Cadet Seaman test is easier then a Cadet Chief Petty Officer test.


Enlisted Rates Collar Insignia

E-1 | c/SR Cadet Seaman Recruit
Assigned to every new cadet in the NJROTC program.
Description : None.

No Insignia

E-2 | c/SA Cadet Seaman Apprentice
When qualified, cadets can advance to SA in the first year.
Description : The collar device is Two silver diagonal stripes.

E-3 | c/SN Cadet Seaman
When qualified, cadets can advance to SN in the first year.
Description : The collar device is Three silver diagonal stripes.


E-4 | c/PO3 Cadet Petty Officer 3rd Class
 An Outstanding cadet may achieve this rate during their first year.
Description : The collar device is a perched eagle over one chevron.

E-5 | c/PO2 Cadet Petty Officer 2nd Class
Advancement of this rate is normally acquired during the second year.
Description: The collar device is a perched eagle over two chevrons.

E-6 | c/PO1 Cadet Petty Officer 1st Class 

Advancement of this rate is normally acquired during the second or third year.
Description : The collar device is a perched eagle over three chevrons.

E-7 | c/CPO Cadet Chief Petty Officer
Cadets can acquire this rate during their second, third, or fourth year.
Description : The collar device is an eagle perched over a fouled anchor.

E-8 | c/SCPO Cadet Senior Chief Petty Officer
Cadets can acquire this rate during their third, or fourth year.
Description : The collar device is an eagle and one star perched over a fouled anchor.

E-9 | c/MCPO Cadet Master Chief Petty Officer
Cadets can acquire this rate during their third, or fourth year and is assigned the position of Command Master Chief.
Description : The collar device is an eagle and two stars perched over a fouled anchor.


Officer Ranks


O-1 | C/ENS Cadet Ensign
Generally an exceptional third or fourth year cadet.
Description : The collar device is a single gold bar.



O-2 | c/LTJG

Cadet Lieutenant Junior Grade
Assigned to officers ready for additional responsibilities.
Description : The collar device is two attached gold bars.


O-3 | c/LT Cadet Lieutenant
Assigned to the most Senior Officers.
Description : The collar device is three attached gold bars.

O-4 | c/LCDR

Cadet Lieutenant Commander
Assigned to the Executive Officer of a Battalion.
Description : The collar device is four attached gold bars.

O-5 | c/CDR Cadet Commander
Assigned to Battalion Commanding Officer; Highest rank in the cadet corps. Description : The collar device is five attached gold bars.



















NAVAL SEA CADETS:

Sea Cadet rates follow the same path as of the United States Navy and United States Coast Guard enlisted rates from E-1 (Seaman Recruit) through E-7 (chief petty officer) (see United States Navy enlisted rates). An enlisted sailor’s rate is similar conceptually to a naval officer’s rank. Only officers carry the term “rank” in the Navy. All cadets have to take the Navy correspondence courses and pass Navy examinations to advance in rate. They must have a minimum time served in each rate before moving to the next higher rate. All new Sea Cadets enter the NSCC as an E-1 (Seaman Recruit or “SR”); detailed requirements for advancement are outlined below. Each course includes an assignment in which the Cadet provides his/her answers on the NSCTNG028 BMR Assignment Answer Sheet. One answer sheet is used for each assignment. Sea Cadets do not take online exams until they reach Petty Officer 3rd Class, the Cadet must then pass on online exam to demonstrate their retention of what they learned. Sea Cadets take Petty Officer exams (PO3, PO2, PO1 and CPO) on the NSCC Online Testing Systems (NOTS)

Physical Training:

All Sea Cadets participate in PT (Physical Training). It is suggested that all Cadets utilize the NSCC/NLCC PHYSICAL READINESS MANUALto know what is expected and what goals they should strive to meet. Exceptions are made for those Cadets with medical needs. 

(No Insignia) Seaman Recruit (SR/E-1):

The initial phase of Sea Cadet training, the SR course covers military courtesy, basic military drill (marching), the chain of Command, and other related introductory topics. Sea Cadets must complete their BMR’s (Basic Military Requirements)(all 15  assignments) to qualify to attend Recruit Training. In addition, to move forward in rate, Sea Cadet Recruits must attend Recruit Training (RT). RT is a 9 to 14 day away training. These training sessions are taught at the Navy’s Recruit Training Command, at other naval bases or stations and at regional recruit training sites using other military host resources. The curriculum of this training is approved by the U.S. Navy and standardized at all training sites. Cadets receive 106 hours of instruction, with a focus on the Navy’s core values of honor, courage and commitment. Both tone and tenor of instruction are modeled after the Navy’s recruit training. The nearest local RT is held in Belle Glade Florida. Upon completion of RT, Seaman Recruits are promoted to Seaman Apprentice.

Seaman Apprentice (SA/E-2):

The Seaman Apprentice rate requires a minimum of 3 months TIS (Time in Service) and 3 months TIG (Time in Grade). During this time, Cadets desiring to attain the rate of Seaman must complete the Seaman Correspondence Course (4 assignments) or may substitute the Airman Correspondence Course (13 assignments). The Seaman course focuses on the following subject matter: watches, watch standing duties, marlinespike seamanship, deck seamanship, use and care of deck equipment, boat seamanship, ammunition and gunnery. The Airman Course presents an overview of naval aviation and includes subject matter coverage of the following: mission and history of naval aviation; organization of naval aviation; principles of flight; aircraft construction; aircraft hardware; aircraft power plants; aircraft avionics; ordnance; support equipment, line operations and safety; aircrew survival equipment; and crash rescue and fire fighting. This course is used as an option for advancement of NSCC personnel to Airman (E-3) in lieu of the Seaman Course for personnel assigned to NSCC Squadron. In addition, to advance to the next rate, SA Cadets must complete at least one advanced training.

Seaman (SN/E-3):

The Seaman rate requires a minimum of 9 months TIS (Time in Service) and 6 months TIG (Time in Grade) Cadets desiring to attain the rate of Petty Officer 3rd Class must complete the Military Requirements for PO3 Assignments 1 and 2. This course is used for advancement of NSCC personnel to Petty Officer Third Class (E-4) with the completion of assignments 1 and 2. Covers the knowledge required of Sailors of the U.S. Navy and Naval Reserve. Designed for individual study rather than formal classroom instruction, the course provides basic information in regard to Petty Officers Third and Second Class Naval Standards. This self-study course is organized into subject matter areas, each containing learning objectives to help you determine what you should learn along with text and illustrations to help you understand the information. The subject matter reflects day-to-day professional military knowledge. In addition, to advance to the next rate, SN Cadets must complete at least one advanced training and an online exam.

Petty Officer Third Class (PO3/E-4):

The PO3 rate requires a minimum of 15 months TIS (Time in Service) and 6 months TIG (Time in Grade) Cadets desiring to attain the rate of Petty Officer 2nd Class must complete the Military Requirements for PO2 Assignments 3, 4 and 5. This course is used for the advancement of personnel to Petty Officer Second Class (E-5) with the completion of assignments 3, 4, and 5. Covers the knowledge required of Sailors of the U.S. Navy and Naval Reserve. Designed for individual study rather than formal classroom instruction, the course provides basic information in regard to Petty Officers Third and Second Class Naval Standards. This self-study course is organized into subject matter areas, each containing learning objectives to help you determine what you should learn along with text and illustrations to help you understand the information. The subject matter reflects day-to-day professional military knowledge. Advancement to PO3 requires approval from the  Commanding Officer of the Division. In addition, to advance to the next rate, PO3 Cadets must complete Petty Officer Leadership Academy and an online exam.

Petty Officer Second Class (PO2/E-5):

The PO2 rate requires a minimum of 21 months TIS (Time in Service) and 6 months TIG (Time in Grade) Cadets desiring to attain the rate of Petty Officer 1st Class must complete the Military Requirements for PO1 Assignments 1 through 7. Provides subject matter related to the military qualifications of all first class petty officers. Provides information on U.S. naval tradition; leadership and administrative responsibilities; programs and policies; professional responsibilities; military requirements; safety and survival; and damage control. This course is used for advancement of NSCC personnel to Petty Officer First Class (E-6). Advancement to PO2 requires approval from the  Commanding Officer of the Division. In addition, to advance to the next rate, PO2 Cadets must complete an advanced training and an online exam.

Petty Officer First Class (PO1/E-6):

The PO1 rate requires a minimum of 27 months TIS (Time in Service) and 6 months TIG (Time in Grade) Cadets desiring to attain the rate of Chief Petty Officer (CPO) must complete the Military Requirements for CPO Assignments 1 through 6. Provides subject matter related to the military qualifications of all chief petty officers. Provides information on naval tradition, military conduct and justice, leadership, management information and training, programs and policies, military requirements, safety and damage control, and security. This course is used for advancement of NSCC personnel to Chief Petty Officer (E-7). Advancement to PO1 requires a recommendation from the  Commanding Officer of the Division. The Executive Director of the National Headquarters (NHQ) of the US Naval Sea Cadet Corps retains sole authority to advance Sea Cadets to the rate of PO1. NHQ will process an Advancement Certificate (NSCADM 026) and a new ID card indicating the new rank of PO1.. In addition, to advance to the next rate, PO1 Cadets must complete an online exam and successful completion of Staff Cadet Duties in a leadership position at a NSCC Recruit Training or an NLCC Orientation after the completion of POLA.

Chief Petty Officer (CPO/E-7):

Advancement to CPO is not guaranteed and is dependent on size of the unit, character of the Cadet, experience of the Cadet and completion of all prerequisites.  CPO candidates must be at least 16 years old. The CPO rate requires a minimum of 33 months TIS (Time in Service) and 6 months TIG (Time in Grade). The CPO position is an honor and is granted only to the most deserving of Cadets. CPO candidates must be a beacon of the values and morals of the USNSCC. They are the leader of the unit and the example to follow. An excerpt of the Chief Petty Officer Creed reads “the rank of E7 carries with it unique responsibilities and privileges you are now bound to observe and expected to fulfill. Your entire way of life is now changed. More will be expected of you; more will be demanded of you. Not because you are a E7 but because you are now a Chief Petty Officer. You have not merely been promoted one grade, you have joined an exclusive fellowship and, as in all fellowships, you have a special responsibility to your comrades, even as they have a special responsibility to you.” “ASK THE CHIEF” is a household phrase, both in and out of the Navy.
